I agree 100% with this solution, though I would take it one step further:

"[I] would like to see governments offer civil unions to any two people who care enough to be responsible for each other. This would include men and women, same-sex partnerships, mothers and sons, brothers and sisters, friends and cousins. It would create a sense of responsibility among the people entering these unions and a society where people take care of one another is always a good thing."

<a href="http://thebigstick.wordpress.com/2008/05/27/gay-marriage/" rel="nofollow">Source</a>

Obviously this system is subject to abuse, but it's a good goal.

I was flipping through the book Nudge (http://is.gd/ETx), and they make the same suggestion. They call it 'privatizing marriage' (ie., making marriage a private matter performed by churches or other social groups, and making civil unions the only legal option.) Sounds like the best option to me.
